Project: Pavement Overlay Program (T-011)

Location: Seven project sites, primarily west of Coal Creek Parkway. Please see map for specific locations.

Paving work for the T-011 Pavement Overlay Program begins Monday, August 24, resurfacing worn roadways to extend their lifespan and improve the driving surface for residents and visitors. Please note the schedule is weather-dependent and subject to change, with work expected to wrap up in mid-November.

What to Expect: Your Questions Answered

Why is this project happening? Over time, road surfaces develop cracking, rutting, and other wear from traffic and weather exposure. This pavement overlay project applies a new layer of asphalt to restore the road surface, extend its lifespan, and improve the ride quality for drivers, while helping prevent water damage to the underlying road structure.

What happens during the initial phase of the project? During the week of August 24, crews will lower utility covers (e.g., manhole and valve covers) below the road surface to prepare for paving. Drivers should expect minimal disruption during this phase.

What happens during the second phase of the project? Starting the week of August 31 and continuing through the week of September 21, concrete work begins on 132nd Pl SE at Newcastle Way and on Coal Creek Parkway SE at the QFC west entrance. Grinding takes place at Site #1 (Lake Washington Blvd, from 112th Ave SE to the southern city limits), Site #2 (Newcastle Way, from 113th Pl SE to 116th Ave SE), Site #6 (116th Ave SE from SE May Creek Park Drive to SE 84th St, southbound lane only), and Site #7 (116th Ave SE from SE 80th St to SE 76th St). Paving then follows at those same four sites.

What happens during the third phase of the project? Starting the week of September 21, crews will grind and complete pavement repairs at Site #3 (Newcastle Way, from 119th Pl SE to 125th Ave SE), Site #4 (Newcastle Way, from 128th Pl SE to Newcastle Golf Club Rd), and Site #5 (Coal Creek Parkway SE, from Newcastle Way to the north city limits). Paving is expected to follow the week of September 28.

What happens during the final phase of the project? After paving is complete, crews will finish up the final touches: raising utility covers back to road level, repainting lane striping, installing traffic signs, and adding the sensors that help traffic signals detect vehicles. This finish work is expected to begin the week of October 5 and wrap up the week of November 17.
