City Council

Newcastle uses a Council-Manager form of government. This means the City Council makes the big decisions—like setting policies, choosing priorities, and planning for the future—while a City Manager carries out those decisions and runs the city’s daily operations. The Council has seven members, and they are elected by Newcastle voters to serve four-year terms.

Every two years, the Council chooses a Mayor and a Deputy Mayor. The Mayor leads Council meetings and represents the city at official events. The Deputy Mayor takes over these duties when the Mayor is not available.

The City Council meets on the first and third Tuesdays of each month at 7 p.m. at City Hall. Meetings are also streamed live on YouTube so people can watch from home. Councilmembers also represent Newcastle in regional groups to make sure the city’s needs are heard.

Council Committees

City policies are shaped through open Council Committee meetings. The Finance Committee and the Salary & Benefits Committee review money and staffing issues and share recommendations with the full Council. These committees meet monthly or whenever needed.

The City Council stays connected with the community through regular meetings, Town Halls, and volunteer commissions. Everyone is encouraged to participate because public input helps guide the city’s decisions and future plans.
