Vending in Newcastle

Mobile food vendors include food trucks, trailers, and carts that sell food for immediate consumption. The City of Newcastle allows mobile food vending in limited situations to support community events and local activity while protecting public health, safety, and traffic flow. Vendors may not set up anywhere at any time and must follow specific city rules (NMC 18.23).

Permits & Licenses

Most mobile food vendors operating within Newcastle city limits must have a City of Newcastle Business License issued through the state and a Mobile Food Vendor Permit from the City. Vendors must also meet health requirements through King County Public Health and receive permission from the property owner where they plan to operate. Additional permits may be required depending on the location or type of event.

When a Permit is Required

A mobile food vendor permit is required if any of the following apply:

• Participating in a special event, whether on public or private property
• Operating on public property, such as parks or the public right-of-way
• Setting up in approved downtown areas shown on the city zoning map
• Staying in one location longer than short-term delivery or service

Permit applications must be submitted in advance and are reviewed by the City to ensure the operation will not create safety, traffic, or neighborhood impacts.

When a Permit is not Required

A mobile food vendor permit is not required for the following activities:

• Ice cream trucks that briefly stop while traveling through neighborhoods
• Food delivery vehicles that remain in one location for no more than 10 minutes
• Catering or food service that takes place entirely indoors
• Vendors participating in City-sponsored events, where permits are handled by the event organizer

Even when a city permit is not required, vendors must still comply with health regulations and other applicable laws.

Additional Requirements

Approved vendors must follow operating rules, including trash disposal, wastewater handling, time limits, and location restrictions. Mobile food vending is generally limited in frequency per location unless part of a City-sponsored event.
