About the Permit

Businesses that set up temporarily, go door to door, or approach people in public spaces to promote goods or services must have two licenses to operate. One is a City of Newcastle Business License issued through the state, and the other is a City-issued Solicitor Permit. These licenses ensure that solicitors are legitimate, licensed, and have passed a police background check, so community members can be confident that anyone soliciting in Newcastle is authorized and vetted (NMC 5.08).

How to Apply

Applications for a solicitor permit must be submitted in person at City Hall at the front desk. Each person who will be soliciting must bring photo identification and complete the application process, which includes a background check. A fee is required when applying. Solicitor permits are valid for six months and may be renewed up to twice a year.

Certain groups are exempt from the permit requirement, including employees of government agencies doing official business; charitable, religious, or nonprofit organizations with 501(c)(3) status; political campaign representatives and petition gatherers; solicitors operating at City‑sponsored events; and sales fundraisers for youth programs.

Terms & Conditions

Approved solicitors are issued a name badge that must be worn and visible at all times while conducting business. Soliciting is allowed Monday through Sunday between 10:00 a.m. and 8:00 p.m. The City may revoke the permit for violations of code, disturbing the peace, or failure to follow solicitation rules.

Solicitation without a permit or without a valid City business license is not allowed. In addition, solicitors may not approach any residence where a sign is posted that prohibits soliciting, such as a “No Soliciting” sign. This includes knocking on the door, entering the property, or leaving flyers or other sales materials anywhere on the property when such signage is clearly displayed.
