On February 21, 2023, Council held a special meeting to hold a study session at 5:45 p.m. before the regular Council meeting at 7:00 p.m. If you missed watching it live, you can always see videos of past Council and Commission meetings on our YouTube channel.
 

Here are the highlights from last week’s meeting. See the Agenda Packet for additional information and documentation. 
 

6:45 P.M. Special Meeting 

Council held a study session to discuss committee reporting procedures and the process by which items move from the council planning calendar to an agenda.
 

Note: Due to technical difficulties, the study session was not recorded. The issues were resolved in time for the regular meeting, which can be viewed on the City’s YouTube channel.
 

Council then held an executive session pursuant to RCW 42.30.110(1)(i) to discuss matter(s) related to pending or potential litigation and legal risk.
 

7:00 P.M. Regular Council Meeting 

Councilmember Comment 

Recurrent themes from Councilmembers included gratitude for the February 10 Council Retreat. You can read the roundup of that meeting here.
 

Council adopted Ordinance 2023-652 establishing a compost procurement policy in Chapter 14.30 NMC. This policy meets the new state requirements and will require Newcastle to use compost in its projects when feasible and appropriate.
 

City Manager Report 

The written report covers upcoming events and staffing updates, as well as information on Waste Management changes going into effect the week of February,27 and milestones for the Adopt-A-Drain program.

o Audit of bills for December 31 – January 27 

o Adoption of Resolution 2023-936 (design contract with Gray and Osborne for design of the 2024 pavement management program)
