The City of Newcastle operates under a Council-Manager form of government. The City Council sets policies, establishes priorities, and provides strategic direction and appoints a City Manager to oversee daily operations and implement Council decisions. The Council consists of seven non-partisan members elected by residents to serve four-year terms.

Every two years, the Council selects a Mayor and Deputy Mayor. The Mayor presides over Council meetings and represents the city at official events, while the Deputy Mayor assumes these duties in the Mayor’s absence.

The City Council meets on the first and third Tuesdays of each month at 7 p.m. at Newcastle City Hall. Meetings are also livestreamed on YouTube. Beyond their legislative duties, Councilmembers advocate for Newcastle’s interests by participating in regional organizations. City policies and objectives are shaped through open Council Committee meetings. The Finance and the Salary & Benefits Committees review financial and personnel matters and provide recommendations to the full Council. These committees meet monthly or as needed.

The City Council fosters ongoing communication with the community through its regular meetings, Town Hall gatherings, and volunteer commissions. Public engagement is encouraged, ensuring that the community has a voice in shaping the city’s policies and future direction.
