The Hiemstra "Assemblage" is a development on the west side of Newcastle located along 116th Ave SE between SE 83rd Street  and just south of SE 84th Street. It combines land from multiple parcels for a total of 13.69 acres of project area. The development will create an approximately 5 acre park with approximately 1.6 acres of active space (open green, playground, observation point and picnic area), and 50 new single family homes.

Construction Information

Anticipated Dates of Construction: January 30-December 2023

Anticipated Single Lane Closures on 116th Ave: Summer 2023, more info will be provided closer to the closure date.

Hours of Construction:  Monday through Friday 7am-7pm, and weekends and legal holidays 9am-6pm.

Updates

1/27/2023: The Engineering Review Permit (ERP) was approved. Contractors will be mobilizing on site and will begin clearing and grading shortly. Construction of site infrastructure, including utilities, roads, and the park and trails will happen over the next several months.

6/22/2023:
Review of the Engineering Review Permit (ERP) is underway.

5/17/2022:
The Preliminary Plat was approved by City Council at their regular meeting. Materials can be viewed here.

4/18/2022:
There was a virtual Public Hearing with the Hearing Examiner at 9AM regarding the preliminary plat

3/15/2022: Council approved the Development Agreement at their regular meeting.

3/1/2022: There was a public hearing for the development agreement application at the City Council meeting. The public hearing was closed. Public testimony will no longer be considered for the development agreement.

2/9/2022:
Staff presented updates on the park design at the February Community Activities Commission Meeting. Commissioners recommended the project as presented to City Council.

12/8/2021: Staff presented updates on the park design at the December Community Activities Commission Meeting.

11/18/2021:

10/29/2021: 
A SEPA DNS was issued. The commenting period ended 11/12/2021 at 5pm. 

10/13/2021: The project was presented to the Community Activities Commission.

7/14/2021: The Notice of Application was issued. The commenting period ended August 15, 2021.
