City Manager Rob Wyman has hired Steve Osguthorpe as the city’s new Community Development Director. Osguthorpe comes to Newcastle from the City of Mountlake Terrace, where he served as the Community and Economic Development Director.

“Steve is the right person at the right time,” Wyman said. “He brings a wealth of director-level experience that will be an asset to the city. That experience, coupled with his professionalism and passion for teamwork and customer service, made him the perfect fit.”

Osguthorpe has spent nearly 30 years in the industry. He started his career in Park City, Utah, where he learned the basics of urban design. Since then, he’s held director-level positions in cities like Yakima, Mountlake Terrace and Ames, Iowa. He also has experience overseeing projects similar to the Downtown Strategic Plan Newcastle is currently considering.

“I’m really excited to be here,” Osguthorpe said. “I enjoy working for a place where people care about their environment and you can see that on the face of Newcastle. They care about their environment here, and it’s a small place where you can get to know people and soak in the community feel.”

Osguthorpe earned his Bachelor of Science Degree in Urban Planning in 1988 and Bachelor of Science Degree in Economics in 1990 from the University of Utah. Contact him at or 425-649-4143, ext. 112.

The Community Development Director manages all functions of the Community Development Department, which oversees land use, development and code enforcement activities within the City of Newcastle.
