Public Hearings Set for Downtown Strategic Plan Adoption

The public will have two opportunities to comment on the final iteration of the Downtown Strategic Plan as the city prepares to amend Newcastle’s Comprehensive Plan and Municipal Code to comply with the plan’s vision.

The first public hearing is during the May 24 Planning Commission meeting, which starts at 7 p.m. at Newcastle City Hall, 12835 Newcastle Way, Suite 200 (See the meeting agenda here). The next hearing is at the June 20 Newcastle City Council meeting. That meeting also starts at 7 p.m. at Newcastle City Hall.

About: The Downtown Newcastle Strategic Plan was commissioned in response to resident concerns about issues in the Downtown area including traffic and growth. The Downtown zoning regulations and design guidelines will provide the clarity and certainty for staff, property owners and developers to ensure that redevelopment proposals are consistent with the community’s vision for Downtown.

Project Location: Citywide

Project Description: Proposed amendment to the City of Newcastle’s Comprehensive Plan to adopt the Newcastle Downtown Strategic Plan and amend zoning for the Downtown zones within the City, and amend Newcastle’s Municipal Code to update the zoning and land use regulations specific to the Downtown to be consistent with and comply with the vision and goals of Newcastle’s Downtown Strategic Plan.

Comments may be submitted by May 24, 2017 or at the public hearing to: Thara Johnson, Senior Planner at the address above.

All interested persons may appear and provide input at the public hearing.

Environmental Review: The City of Newcastle has reviewed the proposed project for probable adverse environmental impacts. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This finding is made pursuant to RCW 43.21C, NMC 14.05 and WAC 197-11 after reviewing a completed environmental checklist and other information on file with the lead agency. The responsible official finds this information reasonably sufficient to evaluate the environmental impact of this proposal. This information is available to the public on request. This DNS is issued under WAC 197- 11-340, the lead agency will not act on this proposal for 14 days from the date of this determination (May 22, 2017). This may be your only opportunity to comment on the environmental impacts of the proposed project. Agencies, tribes, and the public are encouraged to review and comment on the proposed project and its probable environmental impacts.
